The onboarding process at Radiance Community Services is designed to ensure that every new Residential Provider-whether Sponsored or Group Home-is fully prepared, compliant, and aligned with our mission and values. Each step is intentional, transparent, and focused on quality outcomes.

Sponsored Residential Services

At Radiance Community Care, our Sponsored Residential Services provide a safe, nurturing, and family-style living environment for individuals with intellectual and developmental disabilities. We carefully match each individual with trained and compassionate caregivers who open their homes and hearts to offer personalized, 24-hour support.

Each home is designed to promote comfort, inclusion, and independence, allowing individuals to learn daily life skills while being part of a caring community. We focus on building genuine relationships that foster trust, confidence, and stability. From assistance with personal care to participation in social and recreational activities, every aspect of support is centered around each person’s unique needs and goals.

Through this program, we ensure that every individual receives not just care, but companionship and the opportunity to thrive in a home where they truly belong.

1. Welcome to Stage 1

A staff member from Radiance Community Care (RCC) will reach out to you within three business days for enrolment. The RCC onboarding team will then schedule your initial call and send you a preliminary onboarding packet. It is essential to respond promptly to secure your spot in the process, as we need to adhere to the following guidelines.

Please refer to the following regulatory frameworks:

– 12VAC30-122-530: Medicaid rules for residential services, which define service delivery and provider responsibilities.

– 12VAC35-105: DBHDS licensing and safety standards for all developmental disability providers in Virginia.

– HCBS Settings Final Rule: This rule protects individual rights, autonomy, and access to community life.

2. Interview & Rates Compensation and Background Checks.

The applicant for Radiance Community Care LLC must complete the application, provide three required references, and attach a copy of the resume. All providers will undergo an interview process conducted by our management team and are willing to follow all RCC rules and regulations. This process may include either a panel interview or a one-on-one interview with our CEO.

Provider pay rates will be discussed, and a contract will be extended. Radiance Community Care’s rates are highly competitive, based on the Tier levels set by the state of Virginia’s Waiver rates. All providers and back-up DSPs are independent contractors. Sponsor providers are responsible for finding backup staff.

This requirement applies to both those transferring from another licensed provider and new sponsor providers. All providers are required to complete new DSS and Fieldprint federal fingerprint background checks to satisfy DBHDS regulations 12VAC35-105. RCC will cover the cost of the background checks. Once the interview is completed, it is essential to schedule your background checks immediately upon being contacted, as any delay may delay the process. (If a provider or staff member is not eligible under the DBHDS guidelines, the process to RCC will stop immediately.)

3. Scheduling TB and Home Inspection

All providers and staff must complete a scheduled Tuberculosis (TB) test with either the Health Department or a healthcare professional (such as a Primary Care provider or a licensed RN nurse) within one week. RCC will cover the cost of the TB test.

During the background checking process with Fieldprint and the DSS Central Registry, a home inspection of your physical address will also be scheduled. Once you are deemed “Eligible” by DBHDS and CRS, the training and orientation package will be delivered to you.

  5. First Aid-Based on Card Expiration Date
  6. Infection Control to include Flu Epidemics-Annually
  7. Human Rights Training-Annually
  8. Person Centeredness & DD Waiver Training to include competencies
  9. Serious Incident Reporting-Annually
  10. Quality Improvement Plan-Annually
  11. HCBS Individual Rights & Compliance Requirements-Annually 

All documentation requesting a signature to understand Radiance Community Care’s policies and procedures will be completed. Additionally, Tax Forms W-4, I-9, and 1099 will be finalized during the orientation process

5. Preparation for Onboarding

Once compliance with the DBHDS 12VAC35-105 standards is achieved, background checks with both the state police and the Department of Social Services (DSS) will be considered valid. Additionally, the regulations set forth by the Home and Community-Based Services (HCBS) and the Department of Medical Assistance Services (DMAS) prioritize safety, accessibility, and proper documentation.

Management will collaborate closely with the Transition Coordinator to initiate the RCC process. If a sponsor does not have a designated individual, they will be placed on a waiting list with the RCC until an individual is assigned. The RCC will also conduct an assessment for the sponsor. It is important to remember that the choice of home ultimately belongs to the individual.
